Travel Guidelines: Govt Denies Entry on Expired NICOP
Pakistani citizens arriving on foreign passports must show a valid visa or National Identity Card for Overseas Pakistanis, officials said.
On Wednesday, the Ministry of Interior began enforcing new travel guidelines requiring Pakistani dual nationals to hold a valid National Identity Card for Overseas Pakistanis or a valid Pakistani visa to board flights to Pakistan.
The Federal Investigation Agency has been tasked with monitoring compliance at airports to ensure airlines verify document validity before boarding and refuse carriage to passengers presenting expired or cancelled NICOPs.
These restrictions apply globally to all travellers, including those arriving from the United Kingdom, aligning travel regulations with domestic state services where expired cards already suspend banking, SIM, and property rights.
Some travellers face unexpected challenges, as Muhammad Riaz Chaudhary, a Pakistani settled in Heidelberg, Germany, noted: "Many Pakistanis only realise their NICOP has expired when they're at the airport."
Chaudhary observed that the government should provide an emergency extension or expedited renewal to avoid genuine hardship, as passengers with invalid documents now face immediate return on the next available flight.
