MOUNT CARMEL — A Northumberland County borough paid more than $1 million to settle lawsuits that alleged Mount Carmel police officers used unreasonable force on detainees.The latest, made public Monday, was a $180,000 settlement that Steve Gonzalez reached with the borough, Officer Tyle Herbster and retired chief Christopher Buhay. The amount includes attorneys’ fees.
