New York Heating Assistance Applications Are Open
State officials say benefits are first-come, first-served and can cover fuel or heating equipment as costs rise.
New York opened applications for the regular Home Energy Assistance Program on Monday, Nov. 2, 2026, offering low- and middle-income households up to $1,086 in heating bill assistance.
Governor Kathy Hochul increased benefits for households relying on delivered fuels, citing a 67% surge in heating oil prices and a 50% rise in kerosene costs this year.
Eligibility depends on household income, size, and heating source; benefits for wood, pellets, and coal increased by $65 to $700. Funds are awarded on a first-come, first-served basis.
More than 1.1 million households receive automatic payments, while others can apply online. Christine Alexander, vice president of customer service for NYSEG and RG&E, said programs like HEAP "can provide meaningful assistance" to eligible customers.
Applications for emergency HEAP benefits open Jan. 4, 2027, for households facing utility shutoffs or fuel shortages. Regular HEAP applications remain available through April 16, 2027, depending on funding availability.
