- On Thursday, April 30, the Nigerian National Petroleum Company Limited signed a Memorandum of Understanding with Sanjiang Chemical Company Limited and Xinganchen Industrial Park Operation and Management Co. Ltd in Jiaxing City, China, to rehabilitate and expand the Port Harcourt and Warri refineries.
- Nigeria's four state-run refineries, with a combined installed capacity of 445,000 barrels per day, have struggled with operational constraints and safety issues, including shutdowns at Port Harcourt and Warri facilities.
- The Petroleum Products Retail Outlets Owners Association of Nigeria praised the agreement, with National President Billy Gillis-Harry describing the technical equity partnership model as a "decisive shift" toward performance-driven refinery operations.
- NNPC Group Chief Executive Officer Bashir Bayo Ojulari called the agreement a "significant milestone" after six months of engagement between technical teams, marking an important step toward identifying equity partners.
- Beyond rehabilitation, the partnership aims to help both refineries meet cleaner fuel standards while exploring opportunities to expand petrochemical production capacities and develop gas-based industrial hubs, subject to customary approvals.
