To deal with notorious parking violators, the Green Party wants to introduce a progressive “Jan Emanuel tax,” where parking fines become more expensive the more often the rules are broken. “The 500 worst parking violators averaged almost 25 parking fines each during the year,” says Lars Strömgren (MP), traffic mayor in Stockholm.
