58,000 Hoosiers Not in Compliance with New HIP Work Rules
Officials say the estimate is rough and members can avoid losing coverage by documenting 80 monthly hours or a qualifying exemption.
On Monday, the Indiana Family and Social Services Administration estimated that 58,000 Healthy Indiana Plan members are not currently in compliance with federal Medicaid work rules taking effect January 1, 2027.
Most HIP members ages 19 to 64 must log 80 hours monthly of work, school, or volunteering to maintain benefits; officials are touring Indiana to answer questions at town halls.
Members can satisfy the requirement by earning at least $580 monthly, which equals 80 hours at federal minimum wage, or by qualifying for exemptions including caregivers of disabled persons and veterans with a 100% disability rating.
Non-Compliant members risk losing coverage, which requires reapplication and prevents access to Marketplace financial help. The state says, "Coverage stops, and you must reapply."
FSSA's Sunshine Beam called the 58,000 count "really sort of a guesstimate," while advocate Tracey Hutchings-Goetz of Hoosier Action warned that program complexity makes it critical every HIP member verify their records before January.
