As the voice of the annual Marine Heritage Festival “Captain” Wayne Kaufman greeted Town councillors with his signature hearty sailors’ “Arrr!” but then said he was switching hats to offer an annual update as chair of the Marine Heritage Society, which stages the annual Festival.
