Sheriff: 9 Children Removed From Ohio Home with ‘Appalling and Unsafe Living Conditions’

Investigators say the children were living in bug-infested conditions with no proper food or water, and officials say more charges may follow.

  • On Oct. 13, Licking County Sheriff's detectives arrested Jonathan Parr, 37, and Jacqueline Coleman, 32, after searching their Etna Township home on National Road Southwest and discovering nine children in "appalling and unsafe" living conditions.
  • Following a report from a local school district, Licking County Child Protective Services contacted the sheriff's office about the residence, which allegedly suffered from a bug infestation and inadequate sleeping arrangements for the children.
  • Investigators alleged children were forced to squat against walls with nails placed as markers and that "what we saw was not necessarily a cage like an actual big-sized dog cage," Sheriff's Capt. Jay Cook said, describing a folding cage used to block doorways.
  • Parr and Coleman each appeared for bond hearings on Wednesday, Oct. 14, in Licking County Common Pleas Court in Newark, where both remain in the Licking County Justice Center in lieu of $150,000 bonds each.
  • Sheriff's Capt. Jay Cook stated "the investigation is still ongoing" with additional charges possible, as the case follows a similar incident this summer in Vinton County where 16 children were rescued from "deplorable" conditions.
