The Owls improved to 12-0 all-time against the sixth-ranked Rams, marking the first meeting between the programs since 1975.
Jaxon Freeman found Jayce Smolik for an early score, while Rams passer Tyler Budge threw for 195 yards and Marquis Buchanan recorded 137 yards on 10 catches.
Two pick-6 scores from Jamarcus Pierre and Tyree Alualu sealed the victory, with Pierre returning his interception 35 yards and Alualu 63 yards in the second half.
Rhode Island will return home next Saturday to face Elon in a Coastal Athletic Association game, seeking to rebound from the loss.
