Judge blocks attempt to link USDA funds to compliance with other policies
The ruling bars the agency from using federal aid to pressure states on immigration and transgender policies, affecting tens of billions of dollars, officials said.
On Friday, U.S. District Judge Myong Joun granted a preliminary injunction blocking the U.S. Department of Agriculture from withholding federal funds unless states comply with Trump administration policies on immigration, transgender issues and other matters.
The U.S. Department of Agriculture mandated that states certify compliance with federal "policies" to receive annual funding, which states alleged were vague and imposed conditions on unrelated matters including "gender ideology."
Democratic attorneys general from 20 states and the District of Columbia challenged requirements threatening more than $74 billion in annual funding for nutrition and school lunch programs already approved by Congress.
Massachusetts Attorney General Andrea Joy Campbell celebrated the ruling on Bluesky, writing, "These grants are a lifeline — I'll always fight to protect food assistance for families." The Justice Department did not immediately respond to requests for comment.
This ruling is one of several court decisions blocking the Trump administration's efforts to place new conditions on grants aligning funding with the president's priorities; Joun will issue a memorandum explaining his decision at a later date.
