On April 7, 1858, before leaving Colima, President Benito Juárez appointed Santos Degollado as general in chief of the forces of the West and North, with omnimodic powers. Here the decree issued: “1.- Former Mr. Don Santos Degollado is appointed General in Chief; he is widely empowered in his field of war to do when he deems it necessary to restore peace and sustain institutions. ” 2- He is also widely empowered in the field of finance.
