Joly says she will meet with Stelco owner if company gives 'concrete' plan to bring workers back
Joly says 175 laid-off workers must be recalled immediately before she meets with Stelco and Cleveland-Cliffs over compliance with federal undertakings.
On Thursday, Industry Minister Joly told Stelco president Paul Simon she will only meet with Cleveland-Cliffs leadership if they provide a "concrete and credible plan" to immediately recall laid-off workers.
Joly previously consulted government lawyers after Cleveland-Cliffs CEO Lourenco Goncalves told CBC News he purchased the Hamilton steelmaker to prevent it from undercutting his American production facilities.
Goncalves said on Wednesday that 175 workers could return by Christmas, provided Canadian customers purchase domestic steel; he maintains Stelco's galvanized-steel business is unprofitable due to cheap imports and 50-per-cent American import tariffs.
Discussions will address the company's "full compliance" with the Investment Canada Act, as Goncalves maintains Cleveland-Cliffs is honoring all commitments made during the 2024 acquisition.
Public back-and-forth between Canada and the American owners continues following last month's layoffs; the government contends undertakings require maintaining 2024 unionized staffing levels through 2029.
