Is it legal in Pennsylvania to eat food before paying at grocery stores?

Shoplifting happens when you take something (or eat it) with deliberate intent not to pay. Most grocery stores are pretty lax on this though. Getting a pound of grapes, snacking on them, and paying for 14 ounces instead of 16 could be construed as shoplifting, by law.
