President promulgated Return Law after it was validated by the CT. It is certain that law required "legal security" before it was validated and that judges' decision "clears interpretative doubts".

For António José Seguro, the reforms in these matters "are desirable", but "must be done with legal certainty and respecting the Constitution".
The promulgation comes after the Constitutional Court considered, last Friday and after the President's request for preventive supervision, that the rules of the diploma that changes the granting of asylum and return of foreigners are constitutional
