The Inspectorate of Justice and Security has leveled strong criticism at the conduct of security guards in the intensified surveillance locations (vtl) for disadvantaged and disruptive asylum seekers in Ter Apel and Budel. Minister Bart van den Brink (Asylum) is adjusting the policy. However, the Inspectorate judges that these special locations are "a valuable addition to the reception centers."
