Inquest to Be Held Into 2019 Death of Man Shot by Police in Kingston, Ont.

The Canadian Press reported on Feb. 23, 2026 that Dr. Armita Rahmani, regional supervising coroner for the East Region, ordered a coroner's inquest into 22-year-old Evan Freeman's death in Kingston.
On Sept. 12, 2019, Evan Freeman, 22‑year‑old, died after fatally stabbing 40‑year‑old Christopher Barry and injuring an 82‑year‑old man in downtown Kingston; an inquest is mandatory under the Coroners Act.
The SIU said responding Kingston Police officers shot Freeman before he reportedly stabbed himself in the throat, and he was also struck by a conducted energy weapon.
A coroner's inquest jury may hear evidence and make recommendations aimed at preventing similar deaths, while the Ministry of the Solicitor General says the date and venue will be announced later.
Amid renewed attention, the inquest comes more than six years after the 2019 incident, involving Kingston Police and Ontario's Special Investigations Unit, announced by Dr. Armita Rahmani.
