- HRW urged Israel to prohibit airburst white phosphorus use in populated areas and called on states supplying Israel with weapons to suspend military assistance and arms sales.
- Looking beyond the incident, HRW and others have documented widespread use of white phosphorus, which can cause horrific burns, respiratory damage, and death, raising legal questions under Protocol III, which Lebanon has ratified but Israel has not.
