Head Start English-only proposal worries bilingual educators
Bilingual educators say the plan would strip native-language supports and classroom materials that help children learn, including Bengali-speaking students.
The Trump administration proposed an English-only instruction mandate for Head Start programs, prompting pushback from educators concerned about bilingual learners. The federal Administration for Children and Families is reviewing public comments on the potential regulation.
At the Wayne Metropolitan Community Action Agency Mitchell Head Start Center in Hamtramck, Mich., staff currently use bilingual instruction for 96 preschoolers enrolled. Assistant director of operations Minuwawa Whitehead says bilingual staff are essential for student communication and comfort.
Research indicates dual-language programs improve outcomes for children learning English. Experts warn the English-only mandate could create learning barriers, making it harder for students to express themselves and build confidence while acquiring new language skills.
Executive director of family services Carla Chinavare predicts the mandate would cause significant staffing difficulties as programs struggle to replace bilingual employees. Centers would face compliance challenges under the proposed English-only standard.
Federal officials, including Assistant Secretary Alex Adams, are reviewing comments from programs opposing the requirement. While some centers could apply for waivers, officials have not yet clarified the specific criteria for obtaining those exemptions.
