Prime Minister Serhii Koretskyi said Ukraine is considering a $1bn state fund, with international partner support, to cover 40–50% of business losses from Russian attacks and war risks.
The government is considering raising VAT from 20% to 21% to replenish the insurance fund, which will compensate businesses for losses from Russian attacks.
In 2026, Ukrainian businesses could suffer losses of $10 billion due to constant attacks by the Russian Federation. The Ministry of Economy plans to create an insurance fund to help entrepreneurs with reconstruction.
