Gov. Newsom signs new housing laws that could reshape everything from townhome approvals to factory-built construction

The legislation arrives as the state reports measurable changes on two fronts. Annual residential construction increased 59%, from 70,000 homes in 2018 to about 111,000 in 2024, while unsheltered homelessness fell by 8,391 people, or 6.8%, from 2024 to 2025, the largest numerical reduction among states.
