Gov. Armstrong signs bill banning cell phone use in schools
- Governor Kelly Armstrong signed House Bill 1160 on April 25 at Centennial Elementary in Bismarck, banning cell phone use during school hours in public schools.
- The legislation follows unanimous Senate approval of Senate Bill 2354, which applies similar restrictions to all schools, including private ones, but has not yet been signed by Armstrong.
- The bill directs schools to prohibit most personal electronic devices like smartphones and gaming devices throughout the school day and during events like field trips and dances.
- Armstrong said in a classroom that students can still possess phones but cannot use them in class, adding, "Teachers don't want to be cellphone police," and the bill passed the Senate 42-4 after initial rejection.
- Supporters believe the ban will help reduce rising mental illness and declining test scores among children, although funding for grants to purchase lock-away devices was removed after originally being set at $1.5 million.
