A former teacher at Lopatcong Elementary School in Phillipsburg has been charged with sexually assaulting a child in the town between 1998 and 1999, when the student was 12 and 13 years old, according to the Warren County Prosecutor’s Office.Kenneth Lutz, 54, of Phillipsburg, was charged with one count each of aggravated sexual assault and sexual assault by contact, Warren County Prosecutor Jim Pfeiffer said.
