EU unveils new rules to support plastic recycling
The EU aims to reverse a projected 1 million ton decline in recycling capacity by 2025 with new rules to harmonize standards and tighten import controls.
- This week the European Commission unveiled a first set of pilot actions to boost the EU's plastics recycling sector and opened consultation until January 26 in Brussels.
- Facing cheap imports from Asia, especially China, the European recycling sector’s 13 million tons capacity in 2023 faces a net decrease of around one million tons by the end of 2025.
- The package would require PET single‑use bottles to show recycled content, back chemical recycling despite its energy use, and impose tougher import checks as European Commissioner Jessika Roswall said, `There is an overflow of plastic coming in from third countries`.
- The commission warned the capacity reduction threatens industrial competitiveness, economic growth and job retention, and on Monday the EU reiterated its circular economy goal focused on plastics, while customs officials struggle to distinguish virgin from recycled plastic.
- Globally, 57% of plastics are produced in Asia with 35% from China, while United Nations treaty talks since 2022 stall due to oil-producing member states, highlighting long-term ecological risks.
