Russia Rules Out European Participation in Upcoming Ukraine Peace Talks
Russia says the talks will follow a trilateral format with the United States and Ukraine, while Kyiv faces more than 20 energy strikes in 24 hours.
- On Tuesday, Russian Presidential Press Secretary Dmitry Peskov confirmed Russia has ruled out European participation in upcoming peace talks in Abu Dhabi scheduled for November 10-11, limiting negotiations to Russia, Ukraine, and the United States.
- Despite planned negotiations, Russian forces launched more than 20 targeted strikes on energy facilities over the previous 24 hours Tuesday, causing significant damage and emergency power cuts in Kyiv and surrounding regions.
- Latvian Foreign Minister Baiba Braze stated any outcome is welcome if it delivers lasting peace, while President Volodymyr Zelenskyy identified priorities including a ceasefire covering energy infrastructure and prisoner exchanges under an "all-for-all" formula.
- Special Envoy Steve Witkoff noted Monday the meeting will focus on security guarantees, as Zelenskyy announced teams will meet in Brussels with America, Europe, and NATO to discuss recovery packages and security arrangements.
- Peskov reiterated that indivisible security remains fundamental to Russia's position, even as the Defense Ministry reports ongoing drone strikes against Ukrainian logistics centers in Berdychiv and vessels near Odesa in the Black Sea.
