The number of written fines for improper parking cannot be a measure of the success of city policy. The goal is not for citizens to pay as many fines as possible, but for Podgorica to get regulated traffic and sufficient conditions for normal parking, said Miodrag Đuranović, councilor of the Civic Movement URA in the Assembly of the Capital City of Podgorica. "Nevertheless, if 4,500 fines worth around 450,000 euros were written in one month, it is justified to ask what the city government did in the same period to offer citizens an alternative: how many new parking spaces have been provided, where new parking lots and garages are planned and when citizens can expect their construction," said Đuranović.
