According to Axios, citing sources, CIA Director John Ratcliffe proposed to Russian officials the idea of a trilateral summit bringing together the leaders of the United States, Russia, and Ukraine in an attempt to end the war. The report added that the Ukrainians are skeptical of Putin's intentions and say they have intelligence indicating he is planning a major escalation of the conflict.
