The "severe alert" of the Municipal Civil Defense that woke up thousands of cariocas in the morning of Wednesday to warn about the risk of strong winds did not reach all cell phones — and there is a reason for that. According to the City of Rio, the alert sent by the Cell Broadcast system depends on some technical requirements and is part of a system with three different communication channels to warn the population about disaster risks.
While Germany, Austria and the Netherlands are already alarming all smartphones in the event of an emergency, Switzerland lags behind for years. From 2029, Cell Broadcast is also intended to provide comprehensive warnings in this country.
