GULF BREEZE, Fla. -- An attorney on behalf of Brown Construction has filed a statement claiming that the City of Gulf Breeze is solely responsible for the cross connection that contaminated water for hundreds of homes. According to the statement, the $2 million fine being proposed is enough to put Brown Construction out of business. The construction company is now asking for a fine reduction of $200,000.
