Beijing is said to be moving to clarify ambiguities in new tax rules on offshore trusts after the policy sowed confusion among wealthy Chinese and advisors.
It is understood that Beijing is training local tax officials in an attempt to unify the taxation of offshore trusts across different regions and to tax China's wealthy elite. Previously, some wealthy individuals had reached one-time settlement agreements with provincial tax authorities; it is unclear whether these agreements will apply under the new regulations.
