The competition regulator will examine whether mandatory roaming and network sharing could improve regional coverage without reducing investment.
- On Wednesday, the Australian Competition and Consumer Commission launched a 12-month inquiry into the mobile services market to assess whether carriers should provide regulated access to their networks, including mandatory domestic roaming.
- This inquiry follows the 2024 Regional Telecommunications Review recommendation for fresh investigation, as a 2017 inquiry previously found roaming might reduce incentives for telcos to invest in network infrastructure.
- ACCC Commissioner Anna Brakey said the regulator will evaluate low Earth orbit satellite services and consider whether providers should share radio access network infrastructure including towers and radio equipment.
- While The Australia Communications Consumer Action Network chief executive Carol Bennett urged implementing roaming via the Universal Outdoor Mobile Obligation Bill, Telstra warned mandated roaming could weaken investment incentives and reduce reliability.
- Kristy Sparrow from Better Internet for Rural, Regional and Remote Australia welcomed the review but cautioned that roaming alone won't solve coverage issues, emphasizing the need for long-term strategies and resilience investments.
