Today, the Ministry of the Interior has announced penalties for violators of instructions to obtain a permit to perform the Hajj, as follows:

The General Secretariat of the Council of Senior Scholars reiterated the Council of Senior Scholars' statement dated Shawwal 12, 1445 AH, regarding the necessity of obtaining a permit for those wishing to perform Hajj. It is not permissible to perform Hajj without a permit, and anyone performing Hajj without one is sinful.
