Kenya: President Ruto Explains Tanga Refinery Plan After Samia Suluhu Hassan Says She Was Not Informed
Ruto said the refinery plan is a regional investment intended to spur industrial growth, create jobs and reduce raw-material exports, he said.
On Monday, May 4, 2026, Kenyan President William Ruto clarified his proposed oil refinery in Tanga, Tanzania, after President Samia Suluhu Hassan publicly questioned the announcement made without prior consultation.
President Samia revealed during a joint engagement that she confronted Ruto, stating she was unaware of the project when first mentioned in Nairobi two weeks earlier.
Responding to these concerns, Ruto explained the refinery aims to industrialize the region using local resources, with Kenya, Uganda, and Rwanda expressing willingness to invest in the venture.
Bilateral trade between Kenya and Tanzania reached $860.3 million in 2025, accounting for nearly 40 per cent of intra-EAC trade; both leaders set June 30, 2026, as the deadline to eliminate non-tariff barriers.
The leaders witnessed the signing of eight memoranda of understanding covering energy, legal cooperation, and agriculture; agreements also include reviving the Voi–Mwatate–Taveta railway line to improve regional freight movement.
