UK Declares War on Electric Vehicles With Pay-per-Mile Tax Starting From 2028

The Electric Vehicle Excise Duty will charge 3 pence per mile for battery EVs and 1.5 pence for plug-in hybrids, Treasury officials said.

  • Autocar investigated the rising popularity of mileage blockers ahead of the UK's April 2028 electric vehicle tax, which critics warn could incentivize odometer tampering to avoid costs.
  • Mileage blockers are becoming increasingly popular as drivers seek to reduce motoring costs, despite being illegal to use on public roads. The devices "have the potential to save drivers from big fines and higher insurance quotes."
  • Peter Golding, CEO of FleetCheck, warned that the new tax increases temptation to tamper with odometers, noting that covering 20,000 miles annually in an EV could result in a £600 bill.
  • Wendy Swaine, an expert in vehicle provenance at Cap HPI, said people tamper with mileage primarily for financial gain, such as avoiding penalties on PCP or lease contracts and reducing eVED liability.
  • Presented with Autocar's findings, a Treasury spokesperson said it is "considering further options to mitigate against odometer tampering" and will "widen existing law and strengthen enforcement" to minimize fraud.
