Former officer dismissed after engaging in relationship with abuse victim
The panel found he began inappropriate contact after responding to a domestic abuse report and ruled the conduct amounted to gross misconduct.
On Monday, North Wales Police's Chief Constable Amanda Blakeman found gross misconduct proven against former Detective Constable Thomas Coppack, adding him to the College of Policing 'barred list.'
Coppack was convicted of assault occasioning actual bodily harm after attacking Anni Owen in December 2023, with Recorder Angharad Price labelling his behaviour 'appalling.'
Mold Crown Court sentenced Coppack on August 13 to 18 months' imprisonment, suspended for the same period, alongside 80 hours of unpaid work and £1,000 in costs.
Describing his actions as 'fundamentally at odds with the values of modern-day policing,' Blakeman stated Coppack caused Ms Owen 'substantial' harm, noting he would have been dismissed without notice had he not resigned.
Blakeman added that this outcome 'plainly damages the reputation of the police service and undermines public confidence in policing,' reinforcing the force's commitment to accountability for breaches of professional standards.
