EU’s New Levy on Parcels Kicks In
The levy applies to each product category and comes on top of a €3 duty, with officials saying it will help fund customs checks.
- Starting 1 November 2026, The European Union will impose a €2 handling fee on packages from outside the region, charged per item regardless of parcel value.
- Brussels implemented the fee to address administrative strain from nearly 6 billion small annual packages, 93% of which originate from China via platforms like AliExpress and Temu.
- The €2 charge applies per item; a package with 10 T-shirts incurs €2, while two hats and 10 T-shirts cost €4, stacked on the existing €3 duty.
- Online marketplaces including Amazon must pay the fee, though platforms may raise prices to pass costs to consumers before Black Friday, Cyber Monday, and Christmas shopping rushes.
- The European Union will review the permanent handling fee every two years to ensure proportionality, while the temporary €3 duty on small parcels expires 1 July 2028.
