Vessels in the Russian shadow fleet will be boarded or attached with sanctions if they lack insurance, says Estonian prime minister. Similarly, coastal states can invoke the “right of suspicion” as a pretext for going on board. "There are rules to follow," says Prime Minister Jonas Gahr Støre.
