Active shooter training in Rochester looks beyond immediate threat

The City of Rochester and Olmsted County conducted the first day of a full-scale active threat training exercise, bringing together nearly 400 participants from law enforcement, fire, EMS, emergency management, Rochester Public Schools and other partner agencies.
