The EU Commission aims to unlock €45 billion early from the 2028–34 Common Agricultural Policy to gain member states' support for the Mercosur trade deal, easing farmers' concerns.
- Commission President Ursula von der Leyen proposed mobilising about €45 billion immediately from the 2028–2034 long-term budget to support farmers and back the Mercosur deal.
- The concessions target reluctant capitals such as Italy and France, as Italian prime minister Giorgia Meloni has sought assurances on future EU funding for farmers to back the Mercosur trade deal.
- Member states can request the front-loaded funds when submitting their national and regional partnership plans, which include a €6.3 billion reserve and at least 10% for rural areas, while farmers access a `crisis payment` fund.
- EU ambassadors will vote on the deal on Friday, potentially paving the way for a signing in Paraguay on 12 January, while budget talks continue through to the end of 2026 and safeguards limit South American beef imports.
- Several member states and farming organisations have publicly objected to the agreement, with Irish beef farmers fearing undercutting by cheaper Mercosur beef and opposition from France, Ireland, Poland, Austria and Hungary.
