A special election to fill the seat of Rep. Kevin Ryan, who died earlier this week, is set to take place in January, according to the governor’s office. Ryan served the 139th House District, which includes Ledyard, Montville, and Norwich, since 1992. Ryan was also a deputy House speaker and regularly presided over debate in the chamber. Gov.
