Residents express anguish over prospect of more HMOs in Cathays

Cardiff Council's supplementary planning guidance (SPG) states that if more than 20% of the dwellings within a 50m radius of a proposed HMO in Cathays or Plasnewydd are already established HMOs, it would be considered unacceptable.
