Nigeria: Reps Begin Probe of Global Fund, USAID's $4.6bn Health Grants

Nigeria’s House Committee seeks accountability for $4.6 billion in health grants amid ongoing infectious disease burden and concerns over misuse linked to terrorism funding.

  • The House of Representatives of Nigeria launched an investigation into over $1.8 billion and $2.8 billion in Global Fund and United States Agency for International Development grants for 2021-2025, Hon. Amobi Godwin Ogah said the probe aims to ensure accountability.
  • Facing a heavy disease burden, Nigeria struggles with HIV/AIDS, Tuberculosis and Malaria impacts while health spending remains below 15% of the Abuja Declaration 15% target, and Dr. Muhammad Ali Pate urged a gradual end to dependence on donor funding.
  • The committee ordered the Federal Ministry of Health and Social Welfare to require implementation plans from principal recipients and implementing partners for National Assembly of Nigeria approval before funds are released.
  • Ogah warned Nigeria will no longer accept being a spectator in grant management and insisted donor agencies must manage funds on Nigeria's terms or face rejection.
  • `This is even more critical when you consider that some funding for terrorist activities has been traced to grants and donor funds`, Ogah added, as the committee said it will work with EFCC and ICPC to ensure accountability.
