Renters’ Rights Act to trigger ‘fire sale’ as landlords race to sell up

  • On 1 May 2026 the Renters' Rights Act abolishes Section 21 'no-fault' evictions in England, affecting more than 11 million people in the private rented sector.
  • Housing Secretary Steve Reed said the reforms aim to end 'rogue landlords' after campaigners pushed the bill introduced in September 2024 and approved at the end of October.
  • Fixed-Term contracts are replaced with rolling tenancies, meaning rent increases require a section 13 notice with two months' notice, bans on offers above advertised rate and bidding wars, and limits of one month of rent in advance.
  • Councils across England will oversee enforcement with fines up to 7,000 and up to 40,000 for repeat offences, while tenants can seek rent repayment orders; landlords warn the deadline is 'not enough' and call for six months to prepare.
  • The law will roll out in phases, with Phase 2 due in late 2026, and Section 21 notices issued before May stand if landlords start repossession proceedings by 31 July 2026.
