Gov. Tina Kotek Signs Controversial Transportation Funding Plan as Deadline Approaches
House Bill 3991 includes a tax increase to maintain transit services and avoid layoffs of essential transportation workers, Gov. Kotek said.
- On Nov. 7, Oregon Gov. Tina Kotek signed House Bill 3991, the state's emergency transportation package, and the signing was announced on Nov. 10.
- After passing the legislature in September, the Oregon House passed the bill on Sept. 1 and the Oregon Senate on Sept. 29 following Sen. Chris Gorsek's health-related delay and a special session called by Gov. Kotek, but the bill remained unsigned for over a month.
- Included in the bill are a 6-cent gas tax increase, DMV fee hikes, and a pay-per-mile program, expected to raise $4.3 billion over 10 years with the average Oregon driver paying $66 more annually.
- With the ink dry, the signing prevented nearly 500 layoffs at the Oregon Department of Transportation and referendum opponents must collect 78,116 signatures by Dec. 30.
- Looking ahead, House Bill 3991 takes effect on Dec. 31, but a Riley Research Associates poll found 67% oppose the increases while ODOT and TriMet face ongoing funding challenges.
