Neenah changes way of calculating new street assessments, resulting in winners and losers

In December, the Common Council changed an ordinance to allow the city to charge homeowners based on a unit method. The rationale for the change is equity. In subdivisions where lots are of comparable size and use, a home on a wider lot generates about the same traffic.
