Months after deadline, over 50 CT towns still haven't submitted affordable housing plans

Connecticut towns and cities must submit affordable housing plans to the state. The plans, required under a 2017 state law, were initially due June 1. As of mid-September, only 114 of the state's 169 towns had submitted them. Holdouts included cities such as Bridgeport, New Haven, Hartford and Norwalk.
