PENTWATER, Mich. — For most of their lives, Jim Blanchard and John Engler have been bitter political rivals. Probably the biggest upset in Michigan political history came in 1990, when John Engler, a very conservative Republican who was majority leader of the Michigan state Senate, defeated Mr. Blanchard, who was running for a third term and who polls showed was cruising to an easy victory.
