To the entire population of Bas-St-Laurent, Gaspésie and the Magdalen Islands, to our elected officials, leaders, media, CEGEPs, the University of Quebec in Rimouski, and to faculty and student associations, Immigration Canada is hampering the development of Eastern Quebec by systematically refusing students from Haiti and French-speaking Africa to study and settle in our region.
