Full list of people who can get money off their Council Tax - with many cut to zero

Government guidance lists Council Tax discounts for Disabled, Student, and Care groups, with reductions ranging from band adjustments to full exemptions for those in adapted Homes or living alone.
The Disabled Band Reduction Scheme lowers tax bands for adapted properties, while rules allow certain adults to be treated as "disregarded" when calculating occupancy, potentially reducing Council Tax bills by 25 to 50 per cent.
Eligible Households may receive a 25 per cent discount if only one counted adult remains, while 50 per cent cuts or full 100 per cent exemptions apply in specific cases; Band A homes receive a 17 per cent reduction instead.
Research reveals significant under-claiming of Council Tax Support, with Martin Lewis of MoneySavingExpert warning "up to 2.25m on low incomes not claiming Council Tax Support" because People wrongly assume Universal Credit provides automatic reductions.
Experts Mel Whiting from Norton Finance cautioned that "appealing your council tax isn't a free hit," warning failed appeals can permanently move Households into higher Council Tax bands, potentially costing neighbours more.
