Ford government walks back on plan to consider changes to renters’ right to ‘security of tenure’

The government will not proceed with changes to tenant protections on month-to-month leases after strong opposition from renters and advocates, said PC MPP Rob Flack.

  • On Sunday afternoon, Ontario's Minister of Municipal Affairs and Housing Rob Flack said the Ford government will not proceed with consultations on security of tenure and month-to-month leases.
  • After the bill's introduction last week, renters and advocacy groups pushed back strongly alongside Toronto Mayor Olivia Chow and ACORN Canada, forcing the government to reconsider.
  • On October 23, Municipal Affairs and Housing Minister Rob Flack introduced Bill 60, the Fighting Delays, Building Faster Act, which included consultations on alternative lease-expiry rules that critics said could eliminate rent control and security of tenure.
  • The government said it will instead focus on common-sense reforms at the Landlord and Tenant Board, preserving tenant protections and easing renters' concerns, Rob Flack said.
  • Opposition parties warned the bill could remove rent control and cause mass evictions, while Attorney General Doug Downey said stakeholders raised concerns about evergreen leases.
