- Angered by recent ICE operations, lawmakers pointed to the ICE-involved fatal shooting of Renee Good on January 7 and warrantless raids like Operation Midway Blitz, plus denied congressional oversight and alleged federal advertising steering to associates.
- Supporters pointed to DHS and ICE figures showing broad enforcement activity, with Kelly saying close to 70 House Democrats back the measure and more than 50 signed the articles.
- Even if the House impeached Noem, removal would require a two-thirds U.S. Senate majority and is unlikely with Republican-controlled Congress, so House Democratic appropriators are targeting DHS funding `minibus` and ICE defunding.
